Guys, he is not answering?

if he is saying hopefully soon, then he probably doesn't want to. When guys are vague they don't want you that badly. When they jump up an actually take action, that is when they are interested. Just don't talk to him for a couple weeks. I know, easier said than done, but take a break from trying with him. Give him space. Give him time to miss you. See if he texts you one of these days. If he doesn't, then he isn't that into you.
