Is This Something That Is illegal?

My friend's little sister who is 16 asked me this today and I can't seem to find the answer.If the age of consent is 18.Does that mean she can't give her boyfriend who is 19 a bl ow jo b or does this only mean she can't have full intercourse?Oh and I put it under Law & Ethics because I want to know if it is illegal.
